Q4046: How can I create an icon for quick shutdown or restart of Windows?

These steps show how you can add two icons to your desktop that will allow for a quick shutdown or restart.
First, to create the "Shutdown" icon, right click on your desktop, select "New", and then select "Shortcut".
In the "Command line" field, enter the following command as shown in the picture below:
C:\WINDOWS\RUNDLL.EXE user.exe,exitwindows
Click "Next".
Enter a title for this shortcut. I used "Shutdown":
Click "Finish".
Now, to create the icon for "Restart", follow the same steps above, but for the command line, enter:
C:\WINDOWS\RUNDLL.EXE user.exe,exitwindowsexec
When you're all done, you'll have two additional icons on your desktop that look like this:
